PROFILE

Rosemary Costa is a sentencing consultant to criminal defense attorneys and their clients.  She provides expertise across the entire range of federal code violations and state court sentencing including white collar, high profile witness security cases, large wire and securities fraud, money laundering, multi-defendant drug cases, and postal and identity theft. 

Professional Background and Experience

Rosemary began her federal career, spanning 33 years, with the Federal Bureau of Prisons (BOP), serving as a caseworker in numerous federal prisons, as a witness security coordinator, and as an administrative officer and designator for the BOP’s Western Regional Office.

Rosemary is also a former United States Probation Officer with 20 years’ experience in the Northern District of California, where her responsibilities included supervision, management, and pre-sentence evaluations.  In addition to personally preparing hundreds of Presentence Reports, as the supervisor of the presentence units in both the San Jose and Oakland offices, Rosemary provided quality control over hundreds of additional reports.

Prior to her departure from the US Courts, Rosemary was recognized by the Federal Bench for her excellence, professionalism, compassion and judgment.  She has been qualified as an expert by the Federal Bench in the Northern District of California, the Middle District of Texas and the District of Alaska.  Rosemary was also a featured panelist for the Federal Bar Association’s conference on “Federal Criminal Post-Conviction Sentencing and Designation Issues.”

Education

Rosemary Costa has a BA in Abnormal Psychology and an MPA from California State University Hayward.  She is also a trained facilitator in leadership and management for the Federal Judicial Center in Washington, D.C.
